The Help Center says Cashi is available to users in 100+ countries. To use it, you must be at least 18 (or the local legal minimum), not be a US person, complete identity verification and be in a supported country. United States: not available to US persons
The current eligibility article explicitly says Cashi is not available to residents or citizens of the United States. This is an eligibility restriction, not merely a card-usage restriction.
Japan status
